SigServer and MC32 both Leader 1

I have a CS 1000 S rls 2, including a MC32 card with IPL 3.2.18 software and a SigServer.
Both de MC32 and SigServer are Leader and I want to have the MC32 as a Follower.

I tried to login at the mc32 card but I don't have the Vxworks prompt. I see Login:
I tried to login with itgadmin and I tried windRiver and my own account from the Cs1000 but they all fail and the led is showing G038 at the faceplate of the MC32 card.

When I reboot the mc32 card and type JKL i get the > prompt and i am logged in as Target.
When I type clearLeader i get an error, but when i type setLeader is is accepting the command.

Who can help me.

Try NVRClear and then clearLeader.

G038 means: login locked.
On your maintenance screen you als get ITG1038 IPL login Protection (login locked)or ITG5038 IPL login Protection (login available).
