If you are just testing a few phones then go ahead and build out a VLAN just for the phones and configure them for that VLAN. If you will be deploying hundreds of phones you might want to use DHCP along with the ADAC/LLDP features built into the phones and Nortel switches.
For testing purposes the IP phones only need to be on an IP network that can reach the VGMC and Signaling Server. If you're just testing you can throw bandwidth at them in lew of a real QoS configuration on the network.
