Does anyone know if Nortel is or has on later releases defined a way to do a backup of the Signaling Server incase it crashes? So that it might be restored from a backup?

NRS is backup able with FTP.
SS is synchronized with CS, so the node definition is backup in CS /u/bd/node directory. Backup CS backups SS also...

I don't think you even need FTP to back up NRS; when I do an NRS Database Backup under Tools > Database Backup, the system allows me to click on "Download the latest backup file" and I can save it on my PC as a .tar file.

Yes, correct.
Both solutions are possible
The file is download to your PC using a FTP protocol...even if you don't see it
