Sidekick 98 on Win 2000 problems

I recently re-installed SK 98 (w/ patch) on a Win 2000 machine and now I can't get it to run. I get a small window that says "cityinfo.dat." Then I click on that and I get a runtime error message.
Is there a problem running on Win 2000 or did I do something wrong?
Any help is greatly appreciated!

Got to this page at starfish support discontinued products and there is an answer that refers to SDK99 but it is probably relevant to your Q.

I have discovered the problem. We were trying to load this on a computer in which we did not have admin. control on win 2000. It loaded and ran great under admin control but when we reloaded under a user it did not want to run. The solution was to totally turn off the admin control and then load sk98 as the user. This solved the problem.

I have the version of sidekick 95 and when I upgeat my pc from win 95 to win 2000 I can not run it
