Sidebar flyouts prevent html links in main text from working in NS

We built a css based flyout menu in layers as a sidebar navigation menu. The problem is: any text links we create in the first one or two paragraphs next to the menu, don't work in NS4.

The text links work when we place the paragraphs in a layer, but that is really an ackward solution, and the layer tends to shift in NS4.

in NS4. Place your mouse over the "Canadian Universities" text link in the first paragraph. It doesn't work.

Now here is the twist. If you resize the window, then the link works.

Is there any good solution to this "bug"?
