Shutdown problem - white cursor blinking

I have Windows 2000 with service pack 2 installed on my laptop and I am having problems when I shutdown or when I restart. When I shutdown Windows 2000 I am stuck with a blinking white cursor in the upper left corner of a black screen. My computer is functionless and the only way I can get rid of it is by manually shutting down the computer from the power switch.
 
I had this problem with a Windows 98 SE machine. I changed out an old ATI card with a PNY Gforce 2 MX 200. Everytime I shut down I would be left with a blinking curser in the top left portion of the screen. Changed out the Nvidia card back to the ATI card and everything was fine. Tried this on 2 diff. boards and with WinXP. Same problem everytime. I sent the Gforce card back for RMA and bought Ati Radeon 7500. No problems since. I would say its a video card issue.
