Shrinking TIFFs in InDesign or Photoshop

Let us say I scan a book cover in Photoshop and want to use it in a much reduced saze in an InDesign document. Is it better to resize it first in Photoshop and then import? The size of the final InDesign file would be smaller, but is there any loss in quality if I let InDesign do it all?
 
I'm not sure there's not a loss of quality, however. Does InDesign perform bicubic calculations when resizing them? I know the RIP sure won't.

I always resize in Photoshop (well, almost always). A test would be interesting, though.

It would depend a lot on your final line screen, too. If you're printing at 120lpi or so, it's unlikely there'd be any noticeable difference. At 175lpi and up, though, I bet that there is.

Also, generally, you want to unsharp mask after resizing. You don't want to do it first, because the amount of sharpness would be inappropriate for the final size.
