ShrinkerStretcher Module

I've been trying to create a module that will size a form to full screen on any monitor or resolution but to no avail. I've been told by a friend that theirs a module called ShrinkerStretcher or something like that, that will do exactly what I want. Has any one out there got this module? Can you please let me have a copy.
