showing null values in cross tab columns

Created a cross tab that does the following:

select during date parameters

column action type:
row action desc: summarized field: count of actions by group


building historical zoning total
received 1 5 0 6
scheduled 1 0 2 3
completed 10 0 5 15

my problem is if column is null for the time period (ie nothing for zoning) it does not show up. Makes comparing reports hard (columns don't line up). I do nort have suppress empty columns value clicked in customize style of cross tab.

any ideas on how to make columns always appear in crosstab, even if no values to count?
 
This isn't a problem of null values, it is a problem of no records. Cross-tabs columns and report groups can't appear unless there is a record to initiate the column.
