I am bringing up a new frame circuit on an old 2501 router. The provider gave me DLCI 101 for this end of the circuit. The router shows that 101 is deleted, but also shows DLCI 200 as inactive. I've asked the provider to check the DLCI's and they say that they are correct. Why would I get the second DLCI?
 
DLCI's are added to sub-interfaces and have local significance only. For example, you can have one 2501 router with 6 sub-interfaces that has 6 different DLCI's assigned.
 
The 2nd DLCI is setup in provisioning by your provider.
without a sub interface built you can do a
show frame-relay pvc and observe the pvc's. If its not affecting anything and it shouldn't I would not worry about

Bottom line is that the provider have the DLCI's provisioned wrong. Once they were corrected the second one went away. Geeeessss...
