Show tasks - Task window not appearing

I have a MAS200 user who cannot get the Task Windows to appear. Checking and unchecking the View - Show Tasks box doe snot make the Tasks Window appear. His WS is W2K, fresh install with fresh wksetup install. WTHIGO?
