Show Record ID in Report Footer

I have record ID's for each help desk entry. I have different departments that are reponsible for different areas based on category. I need to group the entries by departments, with one field displaying all the record numbers for each respective department in either the group or report footer. Something similar to:

Password Reset 9824,9826,9985
Virus Removal 9825
Email Issues 9827,9828,9829,9963,9865
