Show only users from a specific domain or email address

I need to create a separate GAL only for users in a specific domain or with a specific E-mail address. I do not want any other user in other domains to see this list. I tried to create a new address list and take only users with Exchange mailboxes but everyone can see that. If I do a policy I do not see where I can select just the domain. I have to select a Global address list.
I am sure there is a different and better way but I am not that familiar with Exchange so any help on how to get this done is appreciated.
 
As a follow up I am assuming if I did not want everyone to see this new one I would have to create 2 separate Address book policies.
At this point my question is what would be the EMS command to set the policy? For example one policy (called AFSALES) would only show users from ABC.COMPANY.COM.
When I go to the exchange server (which at at the root domain) I need to set-adserversettings -viewentireforest $true
I can create an OU on the ABC.company.com and put the users that need this address policy there I would like to know how I apply it via EMS to that child domain and that OU
Domain= ABC.Company.com OU=AFSALES
