Show/Hide Layers

Can anyone show me how or point me towards some documents that will teach me how to make drop down menus using show/hide layers with out using dreamweaver... I don’t have access to it. Only frontpage 2000 and notepad... what do I need to do to create the menus and then to program them to drop down on mouse over and to go away after they scroll off the menu?
Any help would be greatly appreciated
