Was having a problem with spoofing. The routers are 1750's with a WIC-1ENET and the ACL drops anything coming in that interface that says it is from the routers subnet. That seems to have taken care of the problem but I am still getting unusual output on the SHOW ARP. I am worried about the "Incomplete" even though they show a status Age of "0". I am not sure if it'll display right but, here is an example:
