Does anyone know of a keyboard shortcut for colour settings in InDesign?
 
Just make one. Go to Edit menu/Color Settings/Keyboard Shortcuts.

Select Set:Default. Select Product Area: Edit Menu. Scroll to Color settings and click on that so it's highlighted. Go to New Shortcut and type in a key combo. If the one you select is already assigned, ID will tell you. If not it will say Unassigned. Click Assign and then OK.

On my mac I assigned Command Shift 9 for color settings.

If you want other shortcuts, or want to change, you can do the same thing.
