Shortcut question

I've read the FAQ about how you can turn off the computer by running
c:\windows\rundll.exe user32.exe,Exitwindows

Is there something similar for restarting and logging off. And if so how would such a shortcut lokk in all windows versions (inculding XP).Thank you!
