Shortcut Icons are not valid

On my system all of my shortcut icons are being displayed as another icon on my system. If I go and change the icon it immediately changed back to the wrong icon being displayed. If I refresh the desktop the actual icons appear for about a quarter of a second and then wrong icons appear again. This happens for all folders no matter local or remote. Does this sound familiar to anyone. Any information would be greatly appreciated. Also it does not matter who logs onto the system so I am thinking it does not have to do with my profile. Also logged on as the local administrator and tried to changed the icons but had no luck.

I just tried that and unfortunatley it did not resolve my problem. Thank you very much for the suggestion though.
