Shortcut bar for Office 2000 creates Illegal operation

I have a user that when she tries to open the MS Office shortcut bar for Office 2000 It generates an Illegal Operation. I removed the shortcut bar and re-added it, that didn't work. I uninstalled Office 2000 and that didn't work. She can open the office programs with their individual Icons and that's it. Any help would be greatly appreciatied.
