short inter-digit delay due to overlapping entries

So a location wants to dial 9+911 for 911 calls, there is an audio issue going on they don't hear a ring, and the 911 operator can't hear them, when I do a list trace I see this

That is the right trunk, but I am not understanding what the overlap is, and it should be hitting it's own ARS table which it is not showing what ARS at all. Settings for them are:

You should really put 911 into your dial plan analysis and set the call type to ars. This way a user can dial 911 directly instead of 9911

We actually set it so that they can use both.

This was in place way before I got here, but in this instance, she was dialing 9,911.

I have done that, I know the route it took, and it was the right route, just not sure why the short inter-digit delay due to overlapping entries cid 0x2a68

.... it means you gave more than one route either in your dial plan or ars. That is causing the delay
