Short Code Issue

My IP Office 406V2(3.2)does not allow me to create a short code whether user,user rights or system that matches direclty with an extension number. I keep getting this error message " short code conflicts with user XXXX".
I can save the config but the call does not follow the short code.

This is the situation - Chairman loves his extension (15XX) number and does not want it changed however he only wants some users to be able to call him directly and others to be routed to his assistant (15NN).

I tried to create this short code:
SC:15XX
Feature:dialextn
line id:0
number:15NN

The system seems to not like this short code...
Any ideas how this can be accomplished without changing the extenion number?

if a user dials an ext the system will match that without trying any other system settings....try using DND exceptions
