After ver 13.x all voice packets are marked packets which will provide CoS and have priority over the data. IS THIS TRUE? I thought you should setup VLANS to secment voice and data traffic. This way you have clean voice because they use UDP and data uses TCP. If not, please explain how to best explain this to my colleage. If yes,, then please explain how this works. Thank you!

All versions of ShoreTel mark the voice packets for DSCP prioritization. In 13.x you were given the ability to also tag the signaling packets. The short answer is that both DSCP and VLAN prioritization work. Do either. Do both.
