Shockwave (DCR) on Top

I wonder if this is a Bug?:

I notice that Shockwave Files (created in Director) are ALWAYS placed on Top of other objects, even if the said objects reside in a "higher layer".

Why does this happen and what can I do about it.

i dont think you can do anything. i could be wrong and probably am but the same this happens to me with applets they always pop above everything
sleep is good
