SHLWAPI.dll and Explorer.exe problem

Whenever I boot my Windows 2000, I'm receiving this error "The procedure entry point AssocIsDangerous could not be located in the dynamic link library SHLWPI.dll" and explorer.exe won't load. The taskbar is also not loaded as well as the desktop icons. How can I fix this?
 
History? (ie, how did this start - what changes if any did you make just prior to this, any crashes, virus, spyware infections?).

I'd try:-

Running a full anti-virus scan
Running a full anti-spyware scan (spybot, adaware, MS antispyware, hijack this if you know what you're doing)
Check what's starting with windows (startup cpl, autoruns) - and disable if necessary (after spyware scans have cleaned whatever.

Repair reinstall would be my last port of call -
