SHELL32.DLL & SHLWAPI.DLL ERRORS!!!!!!

Need guidance on this problem what is the best and easiest way to fix this problem, without reformating and redoing my system.

I get this error upon boot up at the login screen:

The SHELL32.DLL file is linked to missing export SHLWAPI.DLL:SHRegGetUSValueA.

Then the only option is to click ok

Then I get the error message Error Loading Explorer.exe You must reinstall Windows.

And I can go no further, please someone with any experience with this give me some step by step instructions on what files to interrogate or replace. I know there is an answer other than reinstalling windows from scratch.

SYMPTOMS

When you attempt to start the Visioneer PaperPort program or the software for
the CanoScan FB 630P scanner, you may receive one of the following error
messages:

The Shell32.dll file is Linked to Missing Export
Shlwapi.dll:ShRegGetUAValueA

The Shell32.dll file is Linked to Missing Export
Shlwapi.dll:ShRegGetUSValueA

CAUSE
=====

This behavior can occur if there is an older version of the Shlwapi.dll file in
the program's folder.

PaperPort uses the Paperport folder and the CanoScan FB 630P scanner uses the
Canon Creative folder.

RESOLUTION
==========

To resolve this issue, copy the Shlwapi.dll file from the Windows\System folder
to the Paperport or Canon Creative folder:

1. Rename the Shlwapi.dll file in the Paperport or Canon Creative\Photo Deluxe
folder to another name.

For information about how to rename a file, click Start, click Help, click the
Index tab, type "renaming" (without the quotation marks), and then
double-click the "Renaming Files" topic.

2. Copy the Shlwapi.dll file from the Windows\System folder to the PaperPort or
Canon Creative\Photo Deluxe folder.

For information about how to copy a file, click Start, click Help, click the
Index tab, type "copying" (without the quotation marks), and then
double-click the "Copying Files" topic.

Yeah I think this may help but this happens as I'm booting up and then after clicking ok on those errors I get another error which states that explorer.exe is missing you must reinstall windows! Can you offer any guidance on this as well, Thanks so much for the post.
