Shell Script runs locally but not from web page

Hi again

I'm almost done with my little exercise but I'm stuck at the final hurdle.

I can run my .sh scripts from a console window on the server, and my web page that links to the script appears to run it but some parts of the script aren't carried out.

The script uses telnet to reboot a router but this doesn't work from the browser, only from the server console. How can I debug this or what is likely to be the cause of the problem?
