In Photoshop you should use the Sharpen-UnsharpMask filter. At times it is also helpful to apply different levels of sharpening to different parts of the picture using masks. For example if you have a fuzzy picture of a person you may want to mask the person or the persons face and apply a little more sharpening to the face and leave the background a little blurrier.
You may also want to try applying a very slight blur to the image first using the gaussian blur. This will smooth out the image a little allowing the sharpening to be more even.
As always only work on a duplicate copy of the original and try everything.
