Sharing tables in multi-user database

I have a database that is being used by multiple users. Each user has an MDE file on their PC and the data is stored/referenced in a separate mdb on a network shared drive. When someone is already using the program and a second user tries to open forms, etc we often receive the following error message:

"There was an error executing the command."


I have set the Default Open Mode to "Shared" and the
Default Record Locking mode to "Edited Record" and thought that would pretty much take care of it.

I don't understand why I'm receiving this error message if someone else is already in a shared database.

Many thanks to anyone who can shed some light on this.
