Sharing resource over internet

I'm actually dealing with a question at least one step below a VPN. I'm simply trying to set up a shared drive over the internet. I've got a customer running a Win98 box with a shared resource, a folder on the root drive. From a remote machine (also a Win98 box), I can ping the host machine but cannot Start/Find/Computer the computer name to map a network drive letter to the shared resource. One machine is on a dedicated DSL line while the remote machine is accessing the net via a dial up connection. Netbeui is set as the default protocol on both machines. When I try to map a network drive letter to the remote resource, I'm told that I'm not logged on to the network.
Since both computers are Win98se, there is no NT domain to log onto. Can I not do this with less than NT Server or Workstation? I've got both computers' Network properties showing the same Workgroup. What step am I missing here?
I used the explanation from Helmig.com to set up the connection but have obviously misunderstood something.
As Helmig suggested, I set up an Lmhosts file in c:\windows on the remote machine with the ip address and name of the server.
