Sharing/Editing Documents by multiple users at same time

My boss wants to be able to send a link to a doc in a Lotus database to the department and have the staff view and edit the document at the same time. Versus sending out a doc in email and getting 20 modified versions returned to him. Is it possible to allow multiple users to edit the same doc without experiencing save conflicts? Please let me know if it's possible and suggest some reference materials.

why not set up a review queue, and have them to edit one by one.
how could 20 person editing the same paper while not get a mess? logically it is nonsense. Power up your Notes/Domino if you know how to use it!

They have a professional solution for document locking for both Notes and Web clients.

So all users can edit the document, but actually only one user can edit the document at a time.
