Sharepoint : very easy permissions question (novice administrator)

Please spare me I'm completely new to Sharepoint 2007.

I've pretty much been thrown into the fire and now told I have to administer a sharepoint 2007 server.....

Here is my "very stupid question"

I want to grant access to a "FILE" in sharepoint (note, the file is located on the left side tool bar (practically on any SITE w/in sharepoint)

The file lives in a defualt folder callled "shared documents" At this level users have read access..... note: child / parent inheritence is turned OFF (don't ask why, this is how it was built)

Again, I'm sure someone can send me the directors to how you do this fairly easily.... I just feel like a dope for not knowing how to do something so simple.

What type of access? You have read access by default, right?

In the document library, there is a menu bar over the list of documents. Select Settings -> Document Library Settings, and in the page that appears use the "Permissions for this Document Library" link in the middle column. You can select users or groups from AD to assign permissions to the documents. If you've disconnected permissions from the parent, you can edit them directly in the Permissions page.
