Sharepoint setup and doc approval

Im setting up a sharepoint demo system for a client that wants to see it in action and try it out. What i need it they have 8 different areas they work out of so im going to have a main site and 8 sub-sites off that. Each subsite is setup off of the document library and review application template. What im looking for is the main office wants the employees of those different areas to be able to go to their area site and upload their billing and then the main office can approve it. I know i can setup a workflow so that it emails when the document is approved, but how do you setup the document approval. Ive looked for it in the settings but i cant find a place to setup document approval and im looking so that only certain people can approve the document.
