SharePoint PortalServer 2003 Online WebParts Catalog

Hello there,
I found out that there is an online Catalog of Webparts built in SharePoint Portal Server 2003.
The problem is: Its not working.
If i click on the link to this catalog, a red message appears:
The library "Online Catalog" cant be opened. The Website- Server isnt configured for the use of Online Catalogs.

Does anyone know where to configure such a thing?

yes i am behind a proxy. But i cant see and field where i could enter my proxy adress or details...
 
This is from the MS KB. You enter the proxy address and port into your web.config file that's in your SP file directory.

Configure the Web.config File
To configure the Web.config file, follow these steps:
Start a text editor such as Notepad.
Locate and open the Web.config file for the virtual server where you want to enable access to the online Web Part gallery. The Web.config folder is located in the following folder: Inetpub\Locate the </system.web> entry near the end of the Web.config file.
Copy and paste the following lines to the Web.config file, immediately after the </system.web> entry, where <ProxyServer> is the name of your proxy server and <Port> is the port that you are using:

<system.net>
<defaultProxy>
<proxy proxyaddress=" bypassonlocal = "true"/>
</defaultProxy>
</system.net>

Save the Web.config file, and then quit the text editor.
Repeat steps 1 through 5 for each virtual server where you want to enable access to the online Web Part gallery.

I did the exact steps and I still get this error :

Cannot open the Online Gallery. The site server has not been configured to support an online gallery. For more assistance, contact your site administrator.

i got the same message...

I'm working on something similar. Maybe your problem is due to an access problem. Does your web application run on a local user account (check machine.config i the Windows/Microsoft.NET... dir). That local user account may not have the correct user rights to access network resouces.

 
You can bypass the proxy with command line. Change your directory to the projecer server bin directory (default: c:\program files\micros office project server 2003\bin). type the command line: proxycfg -d -p [proxy server] [bypass server].
