Sharepoint Portal Server or WSS?

I have a client who runs a contract company for a cable tv provider. They are looking for a solution to their paperwork problem and i suggested sharepoint/sharepoint services. Right now his employees submit weekly billing and its fedexd to the head office and then its gone thru and fedexd back to the cable tv company for them to pay. They are thinking of emailing everything at the end of the week, but i figured with sharepoint or sharepoint services it would be easier to use and manage.

What would be better for them... Sharepoint or Sharepoint services? They have several cities they work in for this company and each city handles that paperwork only. Basically the employee would upload their billing spreadsheet and then the head office would approve it or modify it and then the cable tv company for that city would log in and see a final version for only those employees in that area. Im pretty sure that premissions can be set so that each employee can only view his files and the head office people can view everyones.

I would go with WSS 3.0 for sure.
If your clients have windows server 2003 or newer, it is included free of charge.

with wss 3.0 you can create workflows, set up your employees with "My Sites" and they can see there stuff while certain "corporate" folks can see all the stuff.

You can also set up simple approval process that will send emails when a document is "Approved"

Also download the fantastic 40, which are 40 solution templates already built for wss 3.0 and the employee timecards and billing template may be just what you need.

Im going to do a demo server for them. I guess i can mess around with setting up personal sites. Is it a permission setting or is there some setting somewhere for that. Also how do i setup approval on documents?
