Sharepoint Personalization Page Permissions

This question is not how to setup personalization as this has been done and its all working. The problem is more about setting personalization set on permission levels per page.

For example.
If i set the permissions to be site the personalization works and there is not a problem.

Now the problem comes because sharepoint permissions work via Permission levels getting their permission from the top level. So i can set the permissions at the top level (site Level) and then remove them from each page within the structure.

Is there any way that i can set permissions via Page level only (in the container). If i do this then i do not get the option to personalize the page.

Whats wrong with that? Anyone completed this or done something that can put me on the right path.

I would like to give personalization permissions per page not per site. It makes it easier to allow users access to specific parts not the entire site and then spend hours removing the permissions page by page.
