SharePoint Non-Isolated Development Environment

Hello All:

Does anyone have an experience working on an enviornment where development is done on a remote machine which does not have MOSS installed. I have following questions:

1) How to you reference the virtual parth to ~\_layouts\appplication.master file when the virtual parth is defined on a MOSS server not on remote machine.

2) How do you execute STSADM utility from a remote machine.

3) Or what is a best way to compile/deploy sharepoing WSP solutiosn from remote to MOSS server?

I will appreaciate any help in this matter
