Sharepoint list event handler

Is there an event handler in sharepoint which raises events whenever in a sharepoint list an existing item is updated, or a new item is inserted.

I found information regarding event handling in case of a document library, but couldn't figure out how to perform event handling in the case of sharepoint lists.
