SharePoint Anonomous access Problem

I do not want authenticated users having any access to the sharepoint system.

The should only be allowed to access the sharepoint site if they are memebers of a group.

However for some unexplained reason, it dosen't matter what I do. Users with vaild domain logins can log in to the site and do what every they like. Add users, create sites. It seems to completly ignore the security settings. Has anyone experianced anything like this before?
 
Check your virtual server settings on your IIS box and remove anonymous access if it is checked.

Thanks for the help but I checked that at the very beginning, the problem turned out to be the Authenticated group having reader admin access at the root and those permissions were propagated down the site hierarchy.

For the moment I think its working.
