I have created an in/out board in sharepoint with workflows doing the work. The users pages are created once. The page is never deleted. The user via workflow is migrated from Out to In. My question is can the workflow history for the individual documents be deleted?

short of using some visual studio event handler or workflow, no.
are you truly wanting to delete the history?
or
are you wanting to make sure a user doesn't delete it?

if you remove the workflow form a list/library, it will truncate the history for all items.
