Sharepoint 2007 Add Users Declined to Show This Webpage

Installed Small Businss Server OK
Installed Sharepoint 2007 OK
Setup Internet / Intranet connections OK
Setup the VPN OK
sign onto the Administrator account through the VPN (OK)

http://servername

brings up the Welcome to Microsoft Office Sharepoint Server 2007 Screen (terrific)

When you click on "Create New Sites" it says
Forbidden 403 "The website declined to show this webpage"

When you click on "Add Users" it says
Forbidden 403 "The website declined to show this webpage"

http://servername/_layouts/aclinv.aspx

Administrator has the following AD memberships

Administrator
Domain user
Mobile user Remote Work Webplace
Sharepoint Administrator
Domain Admins
Enterprise Admin
Wss_Admin_WPG
WSS_Restricted_Wpg
WSS_WPG
Mobile Users

I get thesame resultwhen I sign on directly to the server

What is missing? Any ideas really appreciated.

Did you setup your service accounts correctly? Sounds like you have not write access to either the box or the database.

It is on SBS so it was the install process that setup the service accounts. So I hope they are OK.

When I chedck the logs it says

Failed to connect to an IPC Port: Access is denied.
