1. ICS will permit the share of a modem.
2. For scanners the answer is maybe. Some scanners (few) offer the software and capability for network sharing. In many cases third-party tools will enable you do share the scanner, e.g.:
But natively there is no support in XP for such a feature, even though it is implied in Help and Support.
