Shared Start Menu

Help I'm having a problem when I create a new user, all users share the same &quot;Start Menu.&quot; After I create a new user and the new user logs on, NT creates a separate profile for that user, even a separate Start Menu but when you right-click on start and select explorer, you start in &quot;\winnt\start menu&quot; and not in /winnt/profiles/<user>/start menu&quot; like you should. Every user is like this except for Administrator. I even tried copying the Administrators profile to a new user but as soon as the new user logs in, he uses all of his profile except for the start menu. This is creating a problem because I need to have separate start up directries.
