Shared Printer- Standard users unable to connect before admin connects

Hello All-

We have recently started to encounter a problem that prevents standard users running XP PRO SP2 from installing network printers. Upon attempting to connect to a shared printer, the user is presented with the following error:

A policy is in effect on your computer which prevents you from connecting to this print queue. Please contact your system administrator.

Microsoft KB article 319939 referenced the error, although we're still having the problem after following the article's recommended procedure involving the Point and Print Restrictions Group Policy settings.

The interesting thing is that after an administrator logs in and adds the printer, any level of user is able to connect to the printer without error. This leads me to believe that the a standard user is being denied access to an area of the print server that is serving the drivers.

Does anyone have a solution for this situation? Can someone provide some insight to what goes on behind the scenes when someone connects to a shared printer?
