As far as I know if you are hanging your modems off a server/workstations using an asynch card with multiple modems or just have them plugged into the server's serial ports, you will need to first access the computer that has the modems attached(via Terminal services console or a Remote Control program)and then you would hyperterminal into each of the modem's com ports
So I am guessing you are trying to use PC1 as a dial-in server. In that case, you will need to deploy RRAS on PC1 (you will have to configure it as a server though). From there your workstations should be able to connect through this server in order to dial-out
You could turn on telnet on a pc with the local modem. You could send commands to it via batch file or manually. The modem will dial out and you will use the pc as a gateway for the dial up. Make sure the modem-server/pc doesnt have windows firewall or anything. Here is a link shows commands to automate the process.
