Shared Folders

I'm convinced that I'm missing something here, but I'm having a hard time connecting more than one user to a shared folder that someone else has shared.... The folders are shared with the proper access and "folder visible" is checked, one user can connect no problem, the next one gets messages as if they have no permission to access it. We're running Exchange 2003 SP2 and the clients have Outlook 2003 SP3. What am I missing here?

Are you referring to a shared folder within a mailbox, or a Public Folder?

Can you define "proper access" and exactly what permissions you have defined?

Both users who need to access the folder are publishing editors. One of them can access the folder fine. The other one, when you try to expand the mailbox that contains the shared folder gets an unable to "expand the folder" message.
