Shared folder files locked

Running Windows 2000 Server w/ SP4. Server is a file/print server that is also running McAffee ePO 3.5, McAffee A/V 8.0i w/ Patch 10.
A user is complaining of certain files being locked. He can open the files and modify them, but he cannot delete them. In fact, even the administrator account cannot delete them.
These are files that are pulled down from remote locations on the internet using WS_FTP at a workstation. The files are put directly onto the shared network drive.
Does anyone have an idea as to why this might be happening?
 
I have seen some strange things happen if the file path and name are too long. MS has a limit of 255 characters in the combined path and name. I had some users get too wordy, and they had trouble sometimes modifying or deleting the files. Could this be your problem?

Doesn't appear to be. One path in particular is only 90 characters, including spaces.
The user seems to think that the problem is the PC because he upgraded to Acrobat 7 and also updgraded a program called Version Cue.
However, I think the problem is server-side, because the server reboots once a week, and that unlocks the files every time.
 
One of my customers have about the same problem but in his case some files in a shared folder are denied access when trying to open them.
