Shared fax - missing pages

We have been using the Shared fax component of SBS 2003. We have an AVM ISDN
card installed in the server (the B1 PCI card) for which we installed
the telephony provider from AVM.

It seemed to have been working fine till about two weeks ago when people
started calling us back saying that they only received the first page of the
fax.
We use the faxes mostly for sending out price quotations for our products so
the faxes usually consist only of two pages - a cover page and the actual
quotation. Meaning that the customers only received the cover page.

I tried looking at the log of sent faxes in the fax console on the server
and in all cases it reports that both pages were transmitted. The person who
sends out the fax gets an email back which reports the full number of pages
having been sent. The time it took to transmit the fax also suggests that two
pages were transmitted.
I tried resending the same fax to ourselves and I got all pages.

I would have dismissed this as a problem with the customer's fax machine but
we are getting an increasing number of people who don't receive all pages.

I tried searching the internet for a possible answer why this is happening
but I have only come up with one article on Microsoft's website which could
be a possible reason for that:

But they talk about Windows 2000 or Windows XP and claim that this problem
was fixed with either SP3 for Win2k, or SP1 for Windows XP. What we have
here is Windows (SBS) 2003 and I suppose that they wouldn't release it with
this same problem?

Does anybody have a similar experience with the fax service in Windows 2003
and could anybody tell me how to stop this happening?
