Shared Database Report Error

I recently upgraded to Access 2000 and am having trouble with shared databases on a network. When trying to enter a report design view I get the following error, "You do not have exclusive access to the database at this time. If you proceed to make changes, you may not be able to save them later." I've tried changing the options settings on my computer as well as my other users to turn off all record level locking, etc and we are still having the same problem. This problem only appeared after we upgraded to Access 2000. Any help would be appreciated.
 
Access began supporting good application development practices with version 2000. It shouldn't be necessary to edit object designs in a shared mdb file.

The normal solution is to keep a private/master copy of a front-end mdb to develop your application. When the front-end has been sufficiently tested, roll it out to users.
