Shared Borders Question

I have a small site I am putting together using Front Page and am using Shared Borders. When I preview the web page in Front Page, the top, left and bottom borders appear as they should. However, when I preview the site in a browser, the borders and anything contained in them is not displayed. The site can be viewed at
