Shared borders in design view but not preview 1

Currently, I have a web site with a top and bottom shared border. It's applied to all the pages, and it all looks perfect in design view. When previewed in FrontPage or in the browser, however, a few of the pages don't have the borders at all (although most pages do). This is using FrontPage 2003.

I would've thought this problem would have lots of coverage, but I've been searching around and I can't seem to find possible causes and solutions.

The one thing the pages that don't show the border have in common is that they contain visual basic code relating to combo boxes that appear on the page.

Any suggestions on how to go about solving this problem?
 
Okay, well I fixed the problem. First of all, let me clarify, they were there in preview in FrontPage but not when I previewed it in the browser.

I looked at the code and the pages without borders were missing <body> tags. I just added in a <body> tag after the </head> tag and now all the borders appear correctly. Not sure why they weren't there originally, but at least it's fixed now...
